[vistrails-dev] [VisTrails/VisTrails] Improve bundle installation (#1214)

There are multiple situation you might be in, with multiple ways the bundles should be installed.

Currently:
* Ask whether to use pip; default set in config (`installBundlesWithPip`)
  * yes
    * use root if `distutils.sysconfig.get_python_lib()` has uid 0
  * no
    * use distro

New plan:
Better detection of the situation, better display of what's gonna happen
* virtualenv
  * install with pip
  * if system-site-packages, install with sudo+distro
* global env
  * install with sudo+pip
  * install with sudo+distro
* conda env (use sudo if not user-writable)
  * install with conda
  * install with pip?
